Dr. William S. Spears — Chairman and Founder

Cenergistic’s Chairman and Founder was serving on his local school board when the district embarked on a program to air condition 22 schools (representing two-thirds of the district’s total schools). Engineering projections said the project would increase the district’s annual electricity costs from $1.1 million per year to more than $3 million annually — an increase the district could not afford.

Dr. Spears combined proven business principles, his long-time interest in heating, ventilation and air-conditioning systems and a process based on discipline, measurement and accountability to create a program that would reduce energy use while ensuring comfort for building occupants. His program was implemented district-wide, and after tripling the district’s air conditioning load, the electricity bills actually decreased to $900 thousand dollars in the first year.

Word of the district’s success spread, and a state Public Utility Commission official asked Dr. Spears to help another district in need. That district happened to be in his hometown (Lubbock, TX), and they readily agreed to be the first client for a new company.

Twenty-eight years later, Cenergistic has helped more than 1,350 clients achieve significant savings without capital investment. The company has been awarded Partner of the Year and Sustained Excellence Winner by the United States Environmental Protection Agency’s ENERGY STAR® Program six years in a row, and is the EPA’s most active Service and Product Provider for ENERGY STAR building certifications.

Dr. Spears has 33 years of experience in public school, college, university, large church and healthcare energy management. He served the Wichita Falls Independent School District as Trustee, Board Secretary, Board Vice President and Chairman of the Facilities Committee for six years. He is a member of the American Society of Heating, Refrigerating and Air Conditioning Engineers, Inc. (ASHRAE) and the Association of Energy Engineers (AEE).

Dr. Spears earned his Doctorate of Business Administration Degree from Wayne Huizenga Graduate School of Business and Entrepreneurship at Nova Southeastern University. He holds an MBA from Wharton School at the University of Pennsylvania and a Bachelor’s of Science Degree from Oklahoma State University (OSU). In 2004, the Spears School of Business was established at OSU.

Dr. Randy Hoff, PE, CEM, CMVP — Chief Executive Officer

Dr. Hoff joined Cenergistic more than 10 years ago after broad and varied experience with General Electric Corporation, during which he earned his Six Sigma Certified Master Black Belt through GE’s renowned continuous improvement process. An operations and process expert, he has introduced new processes, measurements and methodologies, refining our program to help clients maximize savings from the start. Dr. Hoff is a frequent industry speaker and author, publishing papers on energy, operations research, and scheduling optimization.

Dr. Hoff’s passion is achieving 30% energy reduction for all clients, and he was instrumental in developing the company mission statement. He led Cenergistic’s efforts to encourage all clients to become ENERGY STAR Partners, and dedicated company resources to assisting clients in earning and receiving ENERGY STAR recognition as third-party validation of each organization’s success. As a result, Cenergistic has become the most active ENERGY STAR Service Provider for building certification, and has earned ENERGY STAR Partner of the Year or Partner of the Year – Sustained Excellence Awards for the past six consecutive years.

A hands-on energy leader who is actively engaged in the field with clients and prospects, Dr. Hoff is a Certified Energy Manager (CEM) and Certified Measurement and Verification Professional (CMVP) through the Association of Energy Engineers. In 2010, he earned a Certificate in Sustainability from the Environmental & Civil Engineering Department at Southern Methodist University, and is a member of the Advisory Council for the Industrial & Systems Engineering Department at Texas A&M University. He is also a registered Professional Engineer in the State of Texas; Dr. Hoff earned his Doctor of Engineering in Engineering Management from Southern Methodist University and his MBA from Marquette University after earning his Bachelor’s Degree in Industrial Engineering from Texas A&M. 

John E. Bernard, CPA — President

Mr. Bernard is responsible for Cenergistic’s business development, sales and marketing efforts as the company creates energy conservation solutions, leading to greater savings opportunities for our clients. With nearly 20 years of energy conservation experience across the company’s operations, sales and marketing divisions, he has co-led the company through significant change and growth by a factor of 10. A CPA and an MBA, he has created a comprehensive database of energy data for thousands of prospects across the country, providing a highly accurate system of data-driven, customized savings projections. He is actively involved with employee hiring and development. Mr. Bernard is an expert at firm positioning and branding, and led the company’s 2012 rebranding project.

Mr. Bernard earned his MBA magna cum laude from Oklahoma City University, a Bachelor’s Degree in Accounting summa cum laude from the University of Central Oklahoma, and a Bachelor’s of Music Degree cum laude from Oklahoma Baptist University. He has been a CPA since 1986 and is a member of the Oklahoma Society of Certified Public Accountants. 

Judge Roy T. Sparkman — Senior Vice President, General Counsel

Judge Sparkman earned his Juris Doctor from Baylor University School of Law and his Bachelor’s in Business Administration from Midwestern State University. He served as 78th District Judge for more than eight years. He earned a Certificate of Special Competence from the Texas College for Judicial Studies. Judge Sparkman is a Life Fellow of the Texas Bar Foundation. As a member of the Wichita County Bar Association, he served as director and treasurer. He also served the State Bar of Texas as Director and in other committee roles. He is AV rated by Martindale-Hubbell. He was Board Certified by the Texas Board of Legal Specialization, Civil Trial Law from 1983 to 2013. Judge Sparkman served on the Wichita Falls Independent School District (WFISD) Board of Trustees for 12 years, including two terms as President and one as Secretary. He was a member of the WFISD Idea Grant Steering Committee. He was First Chairman for the Wichita County Education District. In addition to his educational service and many other community service activities, he served as committee chairman for First Baptist Church of Wichita Falls through a $23+ million dollar building project as well as fulfilling other committee duties. He served on the Southern Baptist Convention Executive committee from 1998 through 2007, serving two terms as Administrative Officer and one as Vice Chairman. He has provided legal services to Cenergistic for more than five years.

Paula L. Johnson, CPA — Chief Financial Officer

Ms. Johnson joined Cenergistic from the private sector in 2010 and has extensive experience managing multimillion-dollar accounting, finance, and revenue operations. A dynamic leader, Mrs. Johnson is accomplished in developing financial strategies that enhance organizational growth and maximize sustainability. Her expertise includes design of short- and long-term financial plans, investment management, financial problem solving, corrective action plan implementation, and compliance.

Ms. Johnson earned her MBA from Webster University and her Bachelor’s Degree from Maryville University. She is a certified public accountant with more than 20 years of accounting experience.
